Read Only OneNote Sync Error

I put together a reference OneNote for all my co-workers.  I have OneNote 2010.  I have it set up so each section is Read Only, so nothing can accidently get changed.  But now some people are getting Sync Errors saying "OneNote Cannot Sync this section because it is read-only or access to the file is denied (Error Code: 0xE000004A).  They shouldn't be able to make changes so I am unsure why they are getting the error. 

The only want I have found to clear it is to change the file from Read Only to normal, have them sync and then change it back to Read Only.  Anyone know of an easier way to clear this?  Or is there a way to tell OneNote, that what ever changes were made to delete them and use the read only page.

I appreciate any help you may have.

    Your "solution" doesn't work because Onenote just doesn't accept read only sections in local notebooks.

    What you want would work with notebooks on Onedrive. There you can share notebooks with the right to view only.

    Hello -

    1.  They use laptops and we have Windows 7 on these.

    2.  I am not aware of any updates done recently

    3.  In order to get the section to sync, I change the section to normal, so taking off the read only. I do this in the file location, by going to properties and unclicking read only.  My co-worker then hits sync.  Since it is no longer read only the section end up syncing.  I then change the section back to read only.  What I would like is to tell OneNote to not sync with the changes they think are happening and to just go back to the read only document, is there a way to disregard changes?  I am also unsure how they make any changes at all when the section is read only when they are in it.  Hope this makes sense, Sorry I am not the best at explaining in tech terms.

    1. Do your co-workers normally use Android devices to access OneNote?
    2. Have you recently updated OneNote?
    3. For clarification, what do you mean with the second paragraph of your post?
