PowerPoint .ppt not accessable

I have the latest version of O365 installed.  PowerPoint is having an issue.  When I go to a powerpoint file in OneDrive/Desktop/Dropbox, anywhere and I double click it askes me "How do you want to open this file"  PowerPoint isn't an option, it only offers Aps.  I loaded PP mobile and it opens, but doesn't give me the functions I want.  I went to Settings>System>Default Apps>Choose Default Apps by File Type.  .pps/ppt/pptm/pptmhtml don't have a default.  They won't allow me to select PP.  

I sat on three support calls with MS for over 2 hours and they weren't able to resolve as they said their weren't experts in PowerPoint and gave me this link.

Any idea how to get this to work?

    Thanks for your clarification.

    If the double click issue occur to all the Office files or other applications, it may be caused by the mouse, you can change a different mouse device to check the outcome. If this issue only happens on ppt files, we suggest you go to control panel-> Programs and Features->Microsoft Office365 ProPlus-en-us-> Change-> Quick Repair or Online Repair, then check if it helps.

    Hi Scott_0019,

    Please first make sure you have installed the PowerPoint desktop app successfully. You can just click Search Windows and input PowerPoint to check if the app exists:

    If it exists, you can go to Settings>System>Default Apps>Set defaults by app>PowerPoint(desktop)>Set this program as default.

    After that, you can open the ppt files to see if you can open with PowerPoint desktop app. If you still can’t find the default app, please search and open the PowerPoint app directly, then click FILE->Open->select OneDrive or Computer-> select All Files option to see if you can find and open pptx related files.

    You can also choose to select the pptx file directly, right click to select open with option to see if you can find the default PowerPoint app.

    If this issue persists, please try Online-repair to check the outcome.

    Hi Scott_0019,

    If you do have the PowerPoint 2016 installed and can open it directly to create some new ppt files, then you can refer to my suggestions above and don’t need to roll back to 2013, as PowerPoint 2016 also can be used to open the ppt files.

    If it hasn’t been installed successfully or can’t be used to open or create some ppt files, please let us know the version of the Office 2016 you are using. Did you download and install the Office 2016 from the Office 365 portal page(https://portal.office.com/OLS/MySoftware.aspx)? To check the version, please open a Word or Excel file, select FILE->Account->About Word:

     

    Please also check if you can use other Office 2016 applications normally such as Excel or Word, this will help identify if this issue only occurs to PowerPoint.

    I guess my first issues is that I have PowerPoint 2016 Installed.  It's not an app.  When I search to download the app it appears to cost money.  I have O365 pro plus so I should have to pay anything.  Do I need to roll back to 2013?
