SSRS vs Power BI Report builder license

I need to install SSRS on my machine and deploy the reports to Reporting server config manager. Please let me know which License is required?

And I need to know the pricing as well.

What if I can use Power BI Paginated reports instead of SSRS. In that case which tool will be cheap for me? SSRS or Power BI Paginated report?
I know for Power BI Report Builder, premium is needed. Please let me know the costing. It is urgent. I need to select between SSRS/Power BI Report Builder.

    The Report Builder is free to use.
    The price of SSRS is included with sql server, you do not need to pay additional fees. You could check the price of PowerBI on the official website.
    PowerBI is better in functionality.
