Hi,
I was testing terraform using the free tier subscription in Azure. In the Portal before, I can see all the resourcegroups listed, but now, I cannot see. Even if I create a new resource group, It won't display under the resourcegroup tab/view. But from the https://resources.azure.com/ , i could see all the resource group I created using terraform and portal. Not so sure is this a bug or what.

Do you use the same subscription ? Goto subscription and check whether there is more than one subscription (2 free subscriptions) associated to your account and trarraform is linked to the one default in the portal . You can switch and see.
I can reproduce this issue. I created a resource group using Terraform v1.1.9 by exactly following the documentation. It ran from Ubuntu 20.04.4 LTS authenticated as my personal user in the Azure CLI.
I cannot view the resource group in Azure Portal even when viewing all resources from all subscriptions.
I can view it from https://resources.azure.com and by running az group show --name <resourceGroupName>.
