There are three completely different check boxes in Word 2013 and 2016:
The ActiveX check box and (when the document is protected for forms) the form field check box do display the arrow cursor. The fact that you're asking this question makes me guess that you're using the content control variety -- is that correct?
If so, select the check box and any adjacent text (or the whole document) that you want to protect from editing, and click the Group button shown in the picture; then click Group in the dropdown menu. Then the cursor will be an arrow while it's in the content control's box but not exactly over the check box:
As the cursor moves farther into the check box, it'll become an I-beam again. That's the best you can do without some macro code.
