Cannot access project online

Question

I have provisioned a project online essentials license to my user account in O365 but do not have the corresponding access to the app in my O365 portal.

When I go to my Sharepoint Online admin, I see the PWA url in my site collections 

https://mycompany.sharepoint.com/sites/pwa

but when I try to access the link I receive the following message:

No Project Web App instances found. Create at least one PWA instance before accessing this page.

Can anyone suggest what I'm doing wrong?

With further confirmation, I’d like to share the information below:

Project Online Essentials is a team member add-on for customers that have Project Online Professional or Project Online Premium.

Users with Project Online Essentials are team members, and they can’t create projects (Project Web Apps). What can team members do in Project Online?

To be able to create projects, please make sure there is at least one Project Online Professional or Project Online Premium license in your Office 365 tenant.

To look into the issue, please share with us the following information:

1. Check if you can create a new site collection with Project Web App.
2. Check if the Project icon is displayed in the Office 365 App Launcher.
3. Does the issue happen to other users in your organization?
4. Provide your detailed steps to reproduce the issue, with some related screenshots.
