Datepicker controller in Excel VBA 2016

I am trying to access the date picker control from Excel VBA development window.  The toolbar is disabled (see image below) so I do not have access to controls.  How do I access the toolbar and thus the date picker control?

Microsoft 365 and Office | Excel | For home | Windows

    I do have the UserForm active but still no toolbox

    You need to have a UserForm as the active object for the toolbox to be enabled.
