So is this error on the Microsoft side or the on-premise side?  I'm seeing this too when we do migrations in the evening and a migration runs much longer than what we'd expect.  We are kicking off the migration after our Exchange servers have completed their backups.  And we are only migrating one mailbox while seeing these errors.  I also see long stall duration times upwards of one and a half hours.  We have less issues when we run a migration during normal business hours.  

The full error in the log that I've been seeing is "Relinquishing job because of large delays due to unfavorable server health or budget limitations with a request throttling state 'StalledDueToTarget_DiskLatency'."

Hi Gene,

Sorry for the delay.

This error might occur when your mailboxes in the move request are very large. Given the situation, I suggest you move the mailboxes in several batches.

    Thank you for your post. I understand you also see this error during your migration on off-peak hours, like evening.

    I would like to ask some information to understand the scenario:

    1.) The type of Exchange environment your organization have. Does your organization use Hybrid setup or Pure on-premise server?

    2.) The full error log you get from “Relinquishing job because of large delays….”. To protect your privacy, you can share it in this Private Message link.  

    3.) The Office 365 subscription plan and your full email address (without password), you can share it in this Private Message link.  

    4.) The type of migration you have performed to Office 365.
