I would like to ask some information to understand the scenario:
1.) The type of Exchange environment your organization have. Does your organization use Hybrid setup or Pure on-premise server?
2.) The full error log you get from “Relinquishing job because of large delays….”.

4.) The type of migration you have performed to Office 365.
