Access 2016 - Chart Wizard - Automation Error. Library not registered.

I have recently installed Office 2016.  I am getting the error diagnostic entitled "Chart Wizard" with the content of "Automation Error.  Library not registered".  Even if I start with a single table with two fields (date & number), when I put a chart on an empty report, associate the chart with the single table, select the two fields, I get this diagnostic.  I have tried both Repair options from Control Panel, have uninstalled and re-installed Office 2016, and nothing has made a difference.  Any ideas?

Hello,

Since you are unable to remove Office 2013 using Control Panel, please check this link for the other options on how to uninstall your Office.

    Doing some further digging, I found a posting about ACEDAO.DLL and DAO360.DLL and their registry keys.  The keys on my laptop do exist, but are different, so I thought I would register them so that my registry entries would be the same (except of office14 vs office16).  When I tried to register them, I get the diagnostic entitled "Error" and content "The operating system is not presently configured to run this application".

    When looking up that error, with the history of what has happened to get me to this spot (Office 2013 was on this laptop before Office 2016), I am wondering about an incomplete removal of Office 2013 (it does not appear in Control Panel Apps & Features).

    Total stab in the dark, but try running Access as an administrator.  Perhaps it requires elevated privileges to register components one time.  Then try again as a regular user.

    I have removed and re-installed MS Office 2016.  Now I get something additional.  When I drop the chart component on a report I get a Microsoft Access Security Notice.  The warning is "It is not possible to determine that this content came from a trustworthy source.  You should leave this content disabled unless that content provides critical functionality and you trust its source.  File Path:  C:\PROGRAM FILES\MICROSOFT OFFICE\ROOT\OFFICE16\ACCWIZ\ACWZTOOL.ACCDE."

    When I continue (with this content), I get the same problem.  Content of the first message is "Automation error Library not registered".  I click the OK button and the Finish button getting another message with content "Overflow" and the only way out is to click Cancel instead of Finish.
