Stop users creating 365 Groups

I would like to prevent our users from creating 365 Groups. I have found some articles on preventing them from creating distribution groups (Does this also cover the newer 365 groups?) and followed them, but nothing appears to have changed. I have also waited about a week in case things just took a while to take effect.

We only use the default role assignment policy in Exchange. I have edited this and unticked the options for MyDistributionGroups and MyDistributionGroupMembership. However our standard users can still create new groups directly from Outlook or by creating a new Planner board. It is leading to a mess of groups and email addresses and I don't want to have to keep tidying up after people.

Is there something I'm missing or is it just not possible to tie this down?

Hi Pete,

Office 365 groups are different from distribution groups in Office 365. Therefore, preventing users from creating distribution groups will not stop them from creating Office 365 groups. To prevent users from creating an Office 365 group, please kindly check this article instead:
