Using SharePoint Online , we encounter the following error when creating a new url. using a subsite template:

Site collection

e995e28b-9ba8-4668-9933-cf5c146d7a9f

Not activated

Is there a solution, which avoids using the online SharePoint Management Shell?

In the site collection feature the "Office Web App" is not listed.

Any suggestions?

Hi everyone,

This issue was posted to the Service Health Dashboard (SHD) as incident SP72910 starting at Jul 21 2016 12:00AM (UTC). The user experience of this incident is: Site owners may be unable to create subsites using custom templates. Using default templates works as expected. Tenant administrators can view current information and updates on SHD at the link here

https://portal.office.com/admin/default.aspx#@/ServiceStatus/ServiceStatusHistory.aspx.

If you are experiencing a similar issue and do not see an SHD post, please let us know by sharing your tenant information via Private Message (PM) as this may indicate either a scoping issue or an independent problem.

I will be closing this thread for further posting in order for affected customers to easily identify the information here. You may subscribe to this thread or refer to SHD for the updated information. I will also post back here once the issue has been resolved on SHD.

Thanks,

Ryan

    Hi CR,

We cannot directly enable the MobileExcelWebAccess Feature in SharePoint Online.

To save a template of a subsite and create a new subsite based on the subsite, here are the settings of Site Collection Features of the root site and the Site Features in the subsite, please firstly check with them.

    1. Site Collection Features of the root site

    1. Site Features in the subsite

If you are using the same settings and the issue persists, could you provide us with some more detailed information about your steps (for example, the settings of them) for us to reproduce the issue and investigate it further? Some related screenshots will be appreciated.

    Regards,

    Allan
