Thanks Ecki & Reza - Automated repairs of Cortana do not always work and some people just want to kill it so there is more to the process than just deleting that folder.
Where is C:\Users\<PROBLEM USER>\AppData\Local\Packages\Microsoft.Windows.Cortana?

Good Day;
Where are the user settings for Cortana kept now?
I wrote an article a few years ago on how to reset Cortana https://www.urtech.ca/2016/08/solved-video-how-to-hard-reset-or-remove-cortana-in-windows-10/ and now I see that the path I specified in step 2 C:\Users\<PROBLEM USER>\AppData\Local\Packages\Microsoft.Windows.Cortana no longer exists.
I see that path exists in Win 10 1909 but not in 20H2 so I assume Cortana's configuration changed sometime between those two releases.

%LOCALAPPDATA%\Packages\Microsoft.Windows.Search_cw5n1h2txyewybut I somehow doubt that removing this directory will prevent the search process from starting.

Reza-Ameri 17,336 Reputation points Volunteer Moderator2021-07-28T16:42:43.52+00:00 In case you have problem with Cortana, open Settings and go to Apps->Apps & Features and from the list fine Cortana and click on Advanced and you have option to Repair and Reset it.
There is no need to look for its location. -
