How to close an Azure Account following Resource and Subscription removal

I am trying to close my Azure account. I removed all resources a while ago and have no subscriptions.

However Azure is continuing to charge to credit card. There is no way to remove the credit card without replacing it with another.

How on earth to close this?

I see this this link [1]: but the suggested page "https://account.windowsazure.com" redirects to some other page with no cancel option.
