No idea why. I'm thinking that it would be nice of the tool-tip bubbles say why, in addition to stating the purpose of the button. So many cases where the gray-out on GUI widgets could do with an explanation.

It turns out that in this case, the cause was the fact that the file was a read-only copy that had not been saved.
