Hi Oakb,
Please select Format>Border from the bottom on the Style window.
And then select the color, top and bottom border, and click OK as shown in the following screenshot.

I want to create a new style based on the built-in Intense Quote style; I can change everything about the style except the horizontal rules at the top and bottom of the styled paragraph. Specifically, I wish to change their color from blue to black, but I can find no way to do so. Any help is greatly appreciated.
