Excel - Open file window cannot be resized

When using Excel, and select File -> Open, the window is almost maximized to screen, and I cannot resize using my cursor.  (Word is not doing this, it's file open window is only about 1/4 of the screen.)

I think I hit a combination of keys to make it this way, but can't figure out how to go back to normal.  Not a functional problem, but annoying.

If you click the Excel icon in the top left corner of the window do you get an option to Restore?

Or else can you drag the window by clicking and holding on its title bar so that you can point at the top left corner and resize it when it's not at the edge of the screen?
