Excel CONVERT function is inaccurate when converting lbm to kg

Why does the CONVERT function  inaccurately converting between metric mass and US weight incorrectly.

When using the CONVERT function from "lbm" to "kg" the function returns the following value:

0.453592309748811   (0.453 592 309 748 811)

However, according to United States Code, Title 15, Chapter 6, Subchapter I, § 205. Authorized tables:

1 pound (avoirdupois)=0.453 592 37 kilogram (exactly)

This may not mean much but it does present some issues when performing large batch formulation conversions.
