There are many causes why the format is lost when you use conditional formatting:
- First, please make sure that your workbook is being saved in native Excel format. If you are saving it in the older Excel 97-2004 format, then it is possible that the losses you are seeing are due to the formatting not being supported in the older format.
- The other possible cause is that the workbook file is corrupted in some manner. The solution is to transfer your data from the current workbook to a new workbook and then see if the problem occurs in the new one.
- Is it possible that you are opening the Excel file which was originally created in older version of Excel?
To troubleshoot the issue further, I would like you to confirm the following information
- Confirm your exact Excel 2016 version. To check, go to the Excel menu and choose About Excel. In the dialog box that opens, the version number appears in the middle.
- To test, please create a simple table in a new spreadsheet in Excel 2016 and use conditional formatting to highlight duplicate values and check the outcome.
