Excel cannot find specified file

I run Office 2016. Problem is as follows: in my work I often receive email attachments (Excel files). There never is a problem downloading these. Opening these files directly in the download folder is not problem. When I move files to their proper folder, then I often (not always) cannot open the files. Windows says "cannot find specified file..... perhaps moved or deleted", something like that. Although clearly the file is sitting in the folder. When I then shorten the file name, it can open the file. It cannot open a file where its name is more than 12 or so letters, below that it works. This also happens when I want to move a file, it says "the file name would be too long", although the file name is perhaps up to 20 characters long.

What is the cause of this and how can I resolve it?

    Not very helpful Dennis. What comes up is SQL server, Microsoft Office for developers etc., but no fitting category
