Excel #VALUE! Error

I received an email through Outlook with an Excel file attached.  When I preview the file in Outlook (I click the attachment once), all the formulas display the correct data.  However, when I open the attachment into a separate Excel window (I double click the attachment), all of the formulas display #VALUE!  Does anyone know how to fix this?

    Below are the answers to your questions.  Thank you for your assistance.  The odd thing is the formulas work when I preview the file in Outlook.  The issue only occurs if I open the file.  The issue arose only after I updated to Windows 10.  Please note, I receive a yellow bar that says "Security Warning Automatic update of links has been disabled" when I open the file.  Even after I select "Enable Content", the issue still persists.

    1. If you download the file does this issue persist?
      1. If I save the file and then open, the issue persists.  I am not given an option to “download”.  I am given options for Preview, Open, Quick Print, Save As, Save All Attachments, Remove Attachments, Copy, and Select All
    2. Does formulas contain any reference?
      1. Yes.  Here is an example of one of the formulas - =INDEX($A$73:$P$584, MATCH(B20,$B$73:$B$584,0),MATCH($B$4,$A$6:$P$6,0))
