OneNote "Send Page Email" function failed with error message

Hello,

I am an IT Help Desk at Cupertino Union School District.  We use Google Apps Suite here and Gmail is our district wide email system.  Many of our users still use Outlook to connect to their CUSD Gmail account.   For this specific case, I have a user that is having problem with OneNote function "Send page Email" and it used to work but now failed and a pop-up message appear.

In OneNote, when I click on Home, then select "Send Page Email", the function failed and I get a pop-up message that states:

Microsoft OneNote "Microsoft Outlook is not properly installed or has not been started for the first time.   You can install or repair Outlook, or set a different default email program and then try again"

System information:

OS:  Windows 7 Pro 32-bit SP1

Microsoft Office 2007 Primary Interop Assemblies

Microsoft Office Enterprise 2007

Microsoft Office File Validation Add-In

Microsoft Office Outlook Connector 


I am thinking of removing and reinstall Office Enterprise 2007 which may fix the problem but I am wondering if there is an alternative quick fix thus not having to remove and reinstall office.
