Comment Balloons in One Note?

Does anyone know if there is a feature in OneNote where you can have a comment balloon with an arrow that points to a section of text that you wish to write a note about. 

I have copied parts of legislation in to my onenote notebook and would like to make comments that are boxes, cloud shapes, square shapes, circle shapes that point to specific pieces of what I'm learning where I can make notes.

    Please be informed that there is no option to add comment balloon to a section of text. As this is a feature you would like to see in OneNote, please provide feedback in OneNote user voice.
