I just discovered some new Office 365 groups in our domain that have been created by students and staff. Previously when we first got Office 365 Groups, I had edited the Outlook Web App policies as recommended by Microsoft, and removed the ability to create groups for the default OWAMailboxPolicy.
Now when I look up how to prevent users creating groups, Microsoft are asking me to change the User Roles policy instead.
Is this correct that it's changed? Or are these two different things?

Yes, Office 365 group policies and user group policies are applied to different types of group. If you want to prevent users from creating, such as, distribution group, then you have to make the changes in the User role policies, as user role policies applies to dynamic groups.
