Onenote won't stop syncing

Hi, I am using Onenote 2016 from Office 365 (University). I have a notebook that is 165 MB. I try to sync it with Onedrive but it never finishes. The bar would progress from 0% to 100% and is stuck at there. Sometimes the bar even restarts. However, the software didn't detect any problems or give out error codes. The thing is, sometimes the contents of the notebook actually syncs with Onedrive without content loss, and the Desktop version still says it is syncing. Sometimes it doesn't sync with the new changes, especially when I add new sections into the notebook. I have tried moving each section of the notebook to a new one but it just adds to more problems. The new one still can't stop syncing and is displaying the same problems as the old one. How can I fix this?

    No, I haven't made any changes in my device. And I have tried all the steps. Nothing's working and the progression bar is still stuck at 100% and is still displayed as syncing. There are still no error messages. The contents can still sync to OneDrive.

    • What troubleshooting steps have you done so far?
