Folder not moving in SharePoint

I have a co-worker who is trying to move a folder in SharePoint into another folder in SharePoint. If she does it on from explorer, it looks like it moves for a couple seconds then it reverts back to its original position. If she tries moving it via a browser, she gets an error saying she locked the folder. I'm not seeing any option to unlock it. Any tips?

Hi David,

Before we move folders, please make sure files of the folder are not being edited. If you or other users are editing the files in the folder, the folder can't be moved and it would say the folder is locked.

For this scenario, let the user close Office clients(e.g. Word, Excel, PowerPoint) and browsers on the PC, and make sure no other users are editing the files of the folder. After that, please access the library again in the browser to move the folder to check the outcome.

If that couldn't help, please share the detailed steps about how the user moved the folder and provide related screenshot of the issue symptoms to help clarify the situation.
