Azure AD cannot connect to Fortigate for LDAP

Hi, i have task to connect Azure AD to Fortigate using LDAP so we can use user in AD for user login vpn in our fortigate.
But last time when i create site to site vpn, it show as failed :

Can anyone give me some solution?

    I was able to create the connection from inside the VirtualNetworkGateway, if I try to create the connection from Connections it fails., just for policybased vpns.
