When
I select a cell, the box does not properly sit over the cell I have selected. If I scroll up the top and scroll back down again, sometimes it corrects itself.

Thank you. I just submitted with the screen shot. It does not happen when I open the same spreadsheet on a Windows computer.
Phillip is correct that this used to be an issue and that Microsoft took steps to fix it. Apparently on your Mac the problem persists.
Click the Smile button in Excel to send a report to Microsoft so they will know there is at least one Mac still exhibiting the behavior.
This is still not fixed even with the update. I currently have version 15.27 and it is still happening and when I selected cell 5, cell 7 sometimes is highlighted.
What version of Office do you have? Seems like this was a Bug in a certain version of Excel.
For now 15.26 is newest version In a few days will be 15.27.
