Has anybody found out how to obtain this file and then re-register it?

    That is not a file that is normally distributed by Windows or Office. You probably got it by installing a 3rd party software, and may have lost it by uninstalling. Regardless, it's up to you to find out what application this file belongs to. Maybe there is another computer with this file still present, and you can inspect Properties > Details to find out more.

    If you re-run the setup program it would be reinstalled and re-registered.
