When I copy a single cell or a range of cells, the cell(s) to which I paste contain only values. The formulas do not copy. This happens whether I use Command-C/Command-V or the menus (Edit>Paste). If I use the menus and select Edit>Paste Special, the box that comes up looks more like the box from MS Word (see below), and only gives me the option to paste Text.
I uninstalled and re-installed Office, but nothing changed. Technical support could not help (unless I wanted to pay $99 for one month of support or $149 for one year of support).
How do I fix this?

Sorry, I wasn't clear. "Paste Special" only gives me one option: Text. (See image in original post.)
Based on no more detail about the specific steps you're taking or the material involved, Phillip is correct that there should be no need to use Paste Special. However, even if you do choose to use it, the options provided are dependent on what has been copied & the source from which it was copied. The Paste Special dialog in your screen shot is typical if the clipboard content was not copied from an Excel worksheet or a compatible data source. Rarely, though, have I seen only a singular listing for Text.
Someone may be able to assist if you provide full descriptive information as well as;

I have no idea what a 3rd party clipboard management utility is, so my guess is No, I'm not using one
One thing I noticed while troubleshooting on my own: I was using a screen capture app called MONOSNAP. After rebooting the Mac and opening only Excel, it worked fine. I then closed Excel, opened MonoSnap, re-opened Excel, and the copy/paste error recurred.
Well, my understanding is that Monosnap is a utility that does involve the clipboard. What you're reporting is a rather clear indication that it is in some way related to or responsible for the issue in Excel.
It might be best to contact the support group for Monostat.
