We're seeing similar behavior in one particular notebook. Inserted files appear as a red X and show a size of 0KB in OneNote 2016. If I open the notebook in OneNote 2010 or 2013 the attachments look fine. This is happening in Office 2016 Click-to-Run builds 1609 and 1610.
Hi jonLTR,
Do you have any update? If you need further assistance, please let us know.

Hi jonLTR,
If the original notebooks are stored online, you can use the following suggested steps to open them to check the outcome:
Open OneNote 2016 > File > Open > find a cloud place under "Recent" or "Add a place" > OneDrive/SharePoint > Verify credentials > access the Notebooks
Besides, you can open OneNote in safe mode to see if the inserted files can be opened.
If the issue remains, please let us know the following information so we can assist you further:
1.Did your teammates insert the files to their own OneNote Notebooks or to your Notebooks? What kind of files did they insert.
Regards,
Jared
