I am preparing a report. I have inserted a photograph into the report, and I have inserted the same shape in several locations on the photograph. I need to insert a number in each of the inserted shapes, but I cannot figure out how to do so. I have tried using the "Help" instructions provided my Microsoft in Word, but those do not seem correct (or I am doing something wrong). Does anyone know how to insert text into an inserted shape on an inserted photo?

The solution you gave works when I insert text inside a shape that has been inserted into text (for example, when I insert text inside a shape that I have inserted into the text of a report I am writing); however, it does work for my current case in which I need to insert text inside a shape that I have inserted into (onto?) a photograph in a report.
The following is a line-by-line of what I am doing and where I have been successful and unsuccessful:
Any idea how I can achieve step 4? I write many reports into which I insert photos, and the photos typically reflect various conditions that I need to bring to the readers' attention. The ability to insert text inside the shapes that directs the readers to a legend or key would be a huge help.

In Office 2016, you can select that shape>right-click it>Add Text>enter the number. Below are videos for your reference:
