how to move horizontal axis labels in bar graph

Hello,

Please have a look at the graph below:

How can I change the position of the horizontal axis labels (i.e. Jan, Feb, Mar,...). They are overlapping with the bars and I think it would look cleaner if they were in a clear area, like above the bars. When I hover over it, a box highlights around it and the mouse cursor transforms into a four-way set of arrows, but when I click and drag, nothing happens.

Hover the mouse over one of the axis labels until the tooltip pops up that says 'Horizontal (Category) Axis'. Right click and select Format Axis.

Then under Axis Options ->Labels set the label position to High
