Limiting Excel Drop Down List

I have created a drop down list for voting. There are ~400 choices, but I want to limit the voters to ten selections, and each selection must be unique.

I'm not sure that is clear ...

Here are the rules:

  1. Once a voter selects "NUMBER TEN" I want to ensure he/she can not select another choice as "NUMBER TEN"
  2. A voter cannot vote for more than ten options

(That is, one vote for number one; one vote for number two, etc.)

Can I do this in Excel?
