Lock Word document so heading cannot be expanded or collapsed

I'm working on a template form and some information needs to remain hidden for particular staff. I need a way to lock/restrict the document (temporarily/password restricted) so other staff cannot expand/collapse any headings.

Any information would be highly appreciated, I'm sure this has an easy solution!!!

    I think that you are going to need two versions of the document.
