Review Comments Collapsed

In Word, all of the review comments are collapsed with a down arrow to expand.  How do I make them full size be default?

    If the top dropdown in the Tracking section of the Review ribbon is set to Simple Markup, click the Show Comments button on the Review ribbon, so it has a gray background.

    If the dropdown is set to All Markup, the comments are always expanded and the Show Comments button is disabled.
