I am trying to enforce MFA on several of the members under the admin tab. I have completed this in the past and have followed all of the same steps. This is getting very frustrating and any help is greatly appreciated. Every time I attempt to enable MFA i get the following error code:

To troubleshoot the issue, could you please provide us the following information:
1.What is your admin role?
2.Can other Global administrators set Azure multi-factor authentication?
3.Which browser are you using? Change to another browser to see if it works.
4.Check if it happens to some specific users or all the users? You may create a new user and enable MFA to see if it works.
