Excel Saving Unicode CSV

Using Excel 2016 I'm attempting to save a spreadsheet containing regular characters and Chinese characters as a CSV.  The result is that the Chinese characters are rendered as question marks (ie 锡焊母端子 => ??????????).   I'm familiar with the old trick of saving as a Unicode text file, opening in notepad, replacing the tabs with commas and saving.  I've also tried saving it in various formats via the 'web options' and the results are always the same.    

 I need to be able to save it correctly as a CSV directly from excel.   Is this possible?

    This doesn't really solve the problem I think. Whoever opens the files next will also need Chiese as their non-unicode default. The problem is saving in Unicode format.
