Powerpoint 2016 cannot animate by paragraph

For years I have been doing this, and now... I cannot see any way to animate by paragraph, which is a fundamental way to keep my presentations understandable - one line appears at a time. I am in Powerpoint 2016, on Windows 10.

The "Effect options" button on the Ribbon is greyed out. I found one article that said, "Well, you need to have something selected," which I most certainly do. I have a block of bulleted text selected.

OK, so then I select the block, give it an animation (appear), and move over to the animation pane. Here I can right click, and get effect options. But I can only animate by word or letter, which is not what I want. I used to be able to group by paragraph, but no more.

Why did such a helpful feature go away? Am I missing something?

    What you see when you animate depends on exactly what you have selected when you add the animation.

    Select the placeholder itself (not the text) and you will probably see the "By Paragraph" option

    Select the text and you may not but you can still go to the selection pane and set each paragraph to "ON click" to get the effect.
