What is the recommended way to install a Remote Desktop Server (Terminal Server) in a Windows Server 2016 Physical Server so that users can connect remotely.

Is there a paper or video available.

What is the consideration regarding licensing.

Your help is appreciated.

    Below are Microsoft official documents instructing the deployment of Remote Desktop environment as well as the Licensing activation.

    Actually, if your requirement is only to install a Terminal Server. You can just install Remote Desktop Session Host role and Remote Desktop Licensing role.

    After completing the role installation, you will need to do below configurations.

    1. Add all the user accounts that need to remote connect to the server to the Remote Desktop Users group (Edit local Users and groups).
    2. Set local group policies:
      Computer Configuration\Administrative Templates\Windows Components\Remote Desktop Services\Remote Desktop Session Host\Licensing
      Use the specified Remote Desktop license servers
      Set the Remote Desktop licensing mode

    As for licensing mode, it has two types -- Per Device or Per User.

    If different users will use different client machines to remote connect to the server, you can use Per-User CAL
    If different users will use the same client machine to remote connect to the server, you can use Per-Device CAL. Workgroup environment can only use Per-Device.
