SetValue in Access 2016 macros

I have a trusted database that Access 2016 will allow to execute SetValue in macros but won't let me add new ones.  What do I need to set to enable adding SetValue, SetWarnings, etc.

    Not all Macro Actions are displayed by default. To see all of then you have to light up the See All Actions button.

    The post here mentions that an additional step is required. Have you done that step also?
