Why I cannot create new sections in certain notebooks?

Some notebooks, the new section tab is disabled (looks grey!)
Others are functioning well.

Misplaced sections in OneNote can create difficulties in creating new sections in certain notebooks. Let us review some information in order to get a desirable resolution. Please answer the following questions:
- Are you using the free version of OneNote which is pre-installed in Windows 10, or OneNote 2016 which is the part of Office 365?
- Do you see the same behavior using OneNote online?
- Are you receiving any error messages aside from the grayed out tab?
- What specific procedures have you taken so far?
