Select Sort & Filter > Custom Sort...
Clear the check box 'My data has headers'.
Select column C as column to sort on, then click OK.

I am using Excel 2007. I am just trying to sort a simple list. I could fix it manually but I want to find out what the problem is so this doesn't happen with larger worksheets.
I am trying to sort alphabetically by city. I choose that column, sort a-z, expand the selection. I always do it this way, it's always worked. However, the top name isn't sorted where it should be. There is no space in front of the city. I thought maybe the top row was reserved for titles so I put in a title row but that didn't solve it. I'm sure it's something simple but I don't see it. See below, where the top name is not sorted where it should be (this is not the complete list):
