One Note app pdf print out insert problem!

Hello, I am using an Ipad pro (1st gen) with the free OneNote app version provided by the appstore. It is fully up to date but I still have this annoying issue. Some PDF print out inserts work like a magic. However, for some pdf files I keep getting "OneNote can't insert this file because it is password protected" ALTHOUGH IT IS NOT PROTECTED, it is driving me insane. 

I can see these "password protected" files perfectly on my desktop or on other apps on my ipad like dropbox without typing in any password. 

In addition, there shouldn't be any password in the first place because when I downloaded them on my desktop from different websites, I was initially able to open these without typing in any password. Did anyone else run it to this issue?

I don't know if this is the issue with the document itself or the one note app. I also tried opening these "password protected"(but are actually not protected)  pdf files on Adobe acrobat reader but when i try to annotate the file it says: 

"Restricted Document This tool is not available due to the document's security settings" I have no idea why. I even checked the properties (right clicking on file) for pdf files that simply refuses to insert because of this "password protections" but in reailty, they don't have any encryption or any type of protection settings.

Please help me out

P.S opening these weird pdf files and annotating them seems to work fine in Drawboard PDF app on my friend's surface book. Sigh...

    This says nothing. You can allow reading a PDF but prevent printing it. It's set in the PDFs properties, not in the file properties.
