Project 2016 - Modifying Work Hours

In Project 2010, PM's had the ability to modify ‘Work’ hours in the Task and Resource Usage view, making sure it matched ‘Actual Work’ hours. Attempting to relicate the same process within Project 2016, it does not allow the PM/user to make these changes. The error received “Change would modify work entered by a team member. We can't make that change because Project Web App is set to only allow actual work to be entered by team members through Timesheets or My Work”

In both Project Server2010 and Project 2016 settings, under Task Settings and Display, 'Only allow task updates via Tasks and Timesheet's is checked. By unchecking ‘Only allow task updates via Tasks and Timesheets’, the user is able to edit Actual Hours, we need to avoid the ability to do so.  

By keeping the box checked, do we lose the ability to edit/match hours?
