For this issue, please help us to try delete and re-create the default discovery mailbox in Exchange with PowerShell:

Connect to Exchange online
·
Delete the default discovery mailbox
·
Re-create the default discovery mailbox
·
assign the Discovery Management role group permissions to open the default discovery mailbox and view search results
