Continuous Form Vertical Scroll Bar not working

A subform is linked to its parent form on the field Heat No. When you select an Heat No from a combo box on the main form, the subform displays a continuous list of chemical attributes of the Heat No based on a table called Chemistry.

The main form is a single form, pop-up and modal. The subform is a continuous form, not pop-up, not modal.

The issue is that the vertical scroll bar does not work. It cannot be pulled up or down. The Scroll Here boxes at the top and bottom work or I can tab thru the records, but why doesn’t the scroll bar work?

As you can see, the scroll bar is pulled about halfway down, but the subform still displays the first few records.

Please help. Thanks in advance.
