My One Note is housed on a internal Share Drive.
When right click on the tab banner to add a new section group I am initially able to.
I rename my section group and then after about 5 seconds it dissappears along with the +sign to add a new section or new section group.
The only way to get the +sign and the new section and new section group back is to close out of One Note and re-open.
However, when I try the steps again it repeats and disappears.
Need help on resolving this issue.

It is possible that there could be either permissions issues or latency with the shared network drive.
In the notebook itself there is a sync button when you right click the notebook name. Make sure the notebook is syncing properly and see if there are any error messages that appear.
Also, under the File menu > Info, you can see the sync status. Please let me know if this helps.
Although Microsoft isn't "officially supporting" OneNote notebooks shared on a network share anymore (this is mainly for political reasons), it should still work.
Your error description somehow points to a problem with share/folder rights.
Just as a background for error hunting (checking and adapting access rights):
OneNote sections are actually files (with a .ONE extension). So make sure there are create / rename / delete / write permissions set (for the particular user).
Section groups are folders (accordingly nested section groups are nested folders). There may be separate rights settings for them.
There have been reports that the OneNote storage and sync protocol is not working well with Linux based servers / file systems as found on many NAS systems.
I'm also not sure how it would perform with UNC paths. So if not done yet I would suggest to map a drive letter to the resource/folder where your OneDrive files are located.
Do you encounter the same issue in a new OneNote notebook that is saved to your local computer?
Try to create a new notebook and have it save to your local Documents folder on your computer. See if you can add a new section to that notebook and see if you can reproduce the issue.
Also, do you have any coworkers using that same notebook? Are they encountering the same issue?
