How Debug Onenote Sync Issues?

I use OneNote on my iphone (6+), Mac Book and Win 10 laptop.  Interestingly enough, my Mac and iPhone work seamlessly with OneNote but my Win 10 home laptop is the opposite:  I frequently have sync issues.

I want to mention, also, that all my notebooks are on OneDrive.  I also restarted all my devices.

The way that I sync on my Win laptop is to do File\View Sync Status\Sync All.  When I do this, a bar goes across showing it is trying to sync, but then I get an error saying "Device not synced."  And that's it.  I cannot figure out where an error message or log exists?  How can I find this so I can debug this issue?

    Do you have the steps for linking and unlinking?  I have OneNote on my win laptop, my mac and my iphone.  So you are saying unlink and link it just one on my win laptop?  Will that possibly negatively impact onenote on my mac and iphone?  it's working perfectly there so I don't want to mess that up.

    We appreciate the information. As an initial troubleshooting, we suggest that you unlink your account from OneNote then re-link. If issue persists, uninstall then reinstall OneNote app. You can also try to open OneNote on safe mode by following the steps on this link.

    This issue may also occur due to corrupted profile. To determine if that is the root cause, open OneNote on a test user profile and see if the issue will occur.

    I noticed the issue yesterday.  I have had this issue before, but it resoved itself when I rebooted everything.  This time, though, nothing seems to work.  I can survive on my Win laptop in online mode:  it looks like that is working just fine.  But I just find it odd and ironic that it works perfectly on all Apple devices?e

    I am the only user on all the devices including my Win laptop.  No one else and no other user uses any of the devices.

    Also, I have not tried it in Safe Mode.  What would that do?

    I would like to do more troubleshooting, but I get no error #, no error message and I can't find an error log.  That is why I started this thread actually.

    Another clue:  all notebooks are failing to sync.

    If you have any ideas, I would appreciate it as I really don't want to work in safe mode all the time.  I am now an avid OneNote user.
