Azure Boards: Azure AD user cannot be mentioned in discussion - The identity does not have sufficient permissions

I need to be able to mention company users who are Azure AD user but without adding them individually to Azure Boards organization. The user picker works and I can find use to mention, but as result I receive email ....user cannot be mentioned in discussion - The identity does not have sufficient permissions... External guest access and allow team to invite new users is enabled in organization settings. The goal is to mention user who can open bug and comment in discussion in their turn.
