Sync Issue w/Encrypted Sections (0xE0000007)

For the past several weeks, I have been struggling with sync errors for password encrypted sections in one of my notebooks.  The error code is 0xE0000007.  I am using OneNote across several different platforms:

  • OneNote 2010 (14.0.7190.5000) on Windows 7 (work PC, cannot upgrade)
  • OneNote app (v16.7) on iOS 11.2 (both iPhone & iPad)
  • OneNote 2016 (don't have version) on Windows 7
  • OneNote 2016 (don't have version) on Windows 10

The majority of usage is with OneNote 2010 on Win7 and the OneNote app on iOS.  

The sync errors are frustrating because they are not consistent.  Out of 11 encrypted sections, 1 to up to 8 sections will suddenly report the sync error.  Currently, I cannot sync 1 section ("MRS") on OneNote 2010 and cannot sync 6 sections (MRG, BR, CA, HE, NE, and RO) on the OneNote app.  I have sometimes been able to fix the problem by closing the notebook, rebooting the offending OS, and then re-opening the notebook.  However, the problem keeps re-appearing, often with different encrypted sections not syncing, and I have not been able to narrow it down to a specific source. 

At the moment, all of these sections are operational and editable in the web version of OneNote via OneDrive. So far, I have not had any data losses.  

I have gone through this help page (https://support.office.com/en-us/article/Fix-issues-when-you-can-t-sync-OneNote-299495ef-66d1-448f-90c1-b785a6968d45) but have found the advice to move all pages into a different section cumbersome and unable to solve the issue.  It also doesn't appear to be tied to a specific section but instead the password-encrypted sections.  I absolutely need these encrypted sections functioning or else I will have to move a different note-taking application. My next step on both systems is likely a clear out of my notebooks (and maybe app reinstall on iOS) and then re-sync with OneDrive.

Are there any other solutions that may help?  Or any logs that may be helpful for solving this?  I have been using these encrypted sections since 2014 and this is the first time I have run into this many problems. I love OneNote but have started to think about alternatives with these problems.

    We are already aware of the issue you’re experiencing. Our OneNote product team are currently investigating the cause of the error you’re getting while syncing notes in OneNote and working around the clock to have it resolved.

    In the meantime, we encourage you to perform the workaround that our OneNote team has posted in this article. The article will also be updated as soon as additional information is available.
